Dick Cheney is in Bakersfield in an effort to reframe the debate over President Bush's proposed changes is calling Social Security a "financial train wreck" destined for insolvency if it is not overhauled. Cheney is appearing with Congressman Bill Thomas, the powerful chairman of the House Ways and Means committee.
