Rudy Giuliani’s law license has already been suspended in New York and Washington, D.C. for having tried to overturn the 2020 presidential election. Now, the D.C. Board on Professional Responsibility has issued a scathing report and recommendation calling for his permanent disbarment there.

The board said it based its conclusion on “clear and convincing evidence” about Giuliani’s “hyperbolic,” “utterly false” and “reckless” accusations of election fraud in Pennsylvania.

Respondent’s frivolous lawsuit attempted unjustifiably and without precedent to disenfranchise hundreds of thousands of Pennsylvania voters, and ultimately sought to undermine the results of the 2020 presidential election. He claimed massive election fraud but had no evidence of it. By prosecuting that destructive case Mr. Giuliani, a sworn officer of the Court, forfeited his right to practice law. He should be disbarred.

“His frivolous claims impacted not only the court and parties involved but threatened irreparable harm to the entire nation,” the report also stated.

Giuliani was given some “mitigation” for his work for the Department of Justice and as mayor of New York, especially in the aftermath of 9/11. But his subsequent misconduct “sadly transcends all his past accomplishments,” the report said. “It was unparalleled in its destructive purpose and effect. He sought to disrupt a presidential election and persists in his refusal to acknowledge the wrong he has done.”

According to Politico, Giuliani plans to challenge the findings and recommendation to a larger disciplinary board. “His ultimate disbarment or other penalty would be decided by the D.C. Court of Appeals,” Politico says.
